Understanding Ecodesign Regulation 2024/1103: Radiant Heating Compliance for Installers and Building Owners

From July 1st, 2025, the regulatory landscape for gas-fired radiant heating systems changed significantly. With the introduction of the updated Ecodesign Regulation (EU) 2024/1103, the bar is being raised—bringing with it a wave of new responsibilities for manufacturers, suppliers, and installers of commercial space heating products.

While the UK continues to follow European Directives through CE marking, this latest revision of the Ecodesign Regulation under Directive 2009/125/EC introduces tighter efficiency and environmental standards for local space heaters, including both luminous and radiant tube systems.

What’s Changing?

The new regulation enforces more stringent criteria for energy performance and NOx emissions:

  • SSHEE for radiant tube heaters increases from 74% to 80%

  • SSHEE for luminous plaque heaters rises from 85% to 90%

  • Maximum NOx emissions will be capped at 180mg/kWh (previously 200mg/kWh)

Additionally, brand-new Resource Efficiency Requirements now apply, ensuring:

  • Spare parts remain available for 10 years after the product is discontinued

  • Replacement parts can be installed using standard tools

  • Delivery of spare parts within 10 working days

  • Clear access to repair and maintenance information

  • Responsible dismantling and recycling in line with WEEE directives

The scope of the directive also widens, applying to commercial local space heaters up to 300kW—a significant increase from the previous 120kW threshold.

If you’re in the trade, now is the time to take a closer look at the products you’re specifying or installing. With the compliance deadline already passed (1st July 2025), some heating systems currently on the market will not meet these new performance and resource efficiency requirements.

There’s a risk that non-compliant systems could soon be withdrawn from sale—or worse, installed in error, leaving you and your clients exposed to potential enforcement action, inefficiencies, and long-term support issues.
